Mandate & Scope

E-invoicing in Singapore is compulsory for any supplier transacting with the public sector, while private-sector (B2B) adoption remains voluntary until the mandate widens. GST-registered businesses will be required to send invoice data via the InvoiceNow platform, and all newly incorporated companies or new GST registrants must comply as the program phases in.

Implementation Timeline

The introduction of mandatory e-invoicing unfolds in three stages: a voluntary rollout for existing GST-registered businesses on May 1, 2025; a requirement for all newly incorporated companies beginning November 1, 2025; and a mandate for new voluntary GST registrants effective April 1, 2026. Each milestone ensures stakeholders have time to select accredited service providers and align internal systems.

Archiving Requirements

Invoices issued and received via InvoiceNow must be retained for at least five years from the date of issue. Cross-border storage is permitted if records remain accessible, legible and maintain integrity and authenticity throughout the retention period, ensuring compliance with both GST rules and audit standards.
