France e-Invoicing Compliance & Regulatory Update

France will phase in mandatory B2B electronic invoicing and e-reporting via certified Partner Dematerialization Platforms (PDPs). Beginning 1 September 2026 for large and mid-sized enterprises and extending to all VAT-registered businesses by 1 September 2027, companies must issue and receive invoices in structured XML or Factur-X formats and report them through the national Portail Public de Facturation (PPF).

Mandate Timeline

The French e-invoicing mandate rolls out in two waves: from 1 September 2026, large and medium companies (over 1,000 employees or €250 million revenue) must both accept and issue electronic invoices and submit e-reports; by 1 September 2027, all VAT-registered businesses join the requirement.

Standards & Platforms

To comply, taxpayers connect through a certified PDP that links to the government’s PPF portal. Invoices must use one of three structured formats—XML CII, XML UBL or Factur-X—and all invoice lifecycle messages and payments must flow via the PDP for real-time reporting and status updates.

Archiving Requirements

Digitally stored invoices are legal if readability, integrity and authenticity are ensured. Paper originals may be destroyed after scanning. E-invoices must be retained six years for VAT audit purposes and ten years under French accounting and commercial law.
