Mandatory E-Invoicing Requirements

Belgium’s new B2B mandate applies to every company with a Belgian VAT ID (excluding micro-enterprises). From January 1, 2026, all invoices exchanged between businesses must be electronic, structured, and compliant with EN 16931. B2G e-invoicing is already obligatory, so many organizations are expanding their readiness to cover both public- and private-sector transactions.

Standards & Transmission Platforms

There is no single government portal for invoice exchange. Instead, Belgian regulations require use of the Pan-European Peppol network as the interoperability channel. Invoices must follow the EN 16931 semantic data model and be formatted as Peppol BIS 3.0 messages. This ensures seamless cross-border exchange and automatic validation against Belgian business rules.

Archiving Obligations

Under Belgian VAT law, all issued and received invoices must be stored intact and legible for ten years, counted from January 1 after the invoice date. Invoices related to immovable property have extended retention of either 15 or 25 years. Archives must guarantee data authenticity, integrity and easy retrieval, with storage locations compliant with Belgian jurisdiction.
